Anyone got caugt in moa pasay area?

I just came from the province and di ko pa masyado alam mga roads sa may pasay area, when I was about to go straight to moa, I was on the 2nd lane. I didnt know na 1st lane and 2nd lane should turn left since usually its only the 1st lane. Do the traffic enforcers have the right to get my license? or dapat ticket lang? I also forgot na expired na pala license ko pero 1 month pa lang delay. Total penalty fee ko sana 3000. Pati plate ko gusto sana nila kunin. Tama ba to? Pero in the end nakiusap na lang ako ang nagbayad sa traffic enforcer ng 500.
